Institutional Profile
The Ghana Investment Promotion Authority (GIPA) is the Government of Ghana’s principal institution responsible for the promotion, facilitation and regulation of investments into and within Ghana. Established under the Ghana Investment Promotion Authority Act, 2026 (Act 1173), GIPA succeeds the Ghana Investment Promotion Centre (GIPC) and has an expanded mandate aimed at creating an enabling, transparent and responsive investment environment that supports sustainable economic development.
MANDATE
GIPA’s mandate is to encourage, promote, facilitate and regulate investment in Ghana while supporting the development of a competitive investment ecosystem. The Authority also promotes outward investment by Ghanaian enterprises and facilitates investment-related activities under the African Continental Free Trade Area (AfCFTA).
KEY AREAS OF RESPONSIBILITY
Investment Promotion & Attraction
GIPA identifies, develops and promotes investment opportunities in Ghana and markets the country as an attractive destination for domestic and foreign investment.
Investment Facilitation
The Authority assists investors in navigating Ghana’s investment environment and facilitates engagement with relevant Ministries, Departments, Agencies and other stakeholders to support investment establishment and operations.
Investor Registration & Support
GIPA registers and maintains records of enterprises covered by the investment legislation and provides information and support to investors throughout the investment lifecycle.
Investment Opportunities & Partnerships
The Authority identifies viable investment projects and opportunities and facilitates connections between investors, project owners, businesses and relevant public and private-sector stakeholders.
Investor Aftercare & Grievance Resolution
GIPA provides post-establishment support to existing investors, including facilitating the resolution of operational and institutional challenges and supporting business expansion and reinvestment. The Authority also facilitates the amicable resolution of investment-related grievances between covered enterprises and Government institutions.
Technology Transfer
GIPA promotes and facilitates technology acquisition, adoption and transfer and is responsible for the registration, monitoring and maintenance of records relating to technology-transfer agreements.
AfCFTA Investment Facilitation
The Authority serves as Ghana’s focal point for investment promotion under the investment framework of the African Continental Free Trade Area, supporting Ghana’s positioning as a gateway to the African market through a dedicated AfCFTA desk.
INVESTOR SERVICES & BUSINESS REGISTRATION
GIPA works as a key interface between investors, businesses and Government, providing information, facilitation and advisory support across the investment lifecycle from market entry and establishment to expansion, reinvestment and aftercare. The Authority collaborates with Government institutions, private-sector organisations, development partners and other stakeholders to address investment constraints, improve the business environment and facilitate investment opportunities.
